DutchNet TDM server online again

The TDM (ut99) server was not running, and therefor it is started again.
It crashed saturday evening, but normally the monitor script will start it shortly after that.
For unknown reasons, this didn't happen. This will be looked at.
Sorry for the downtime.

Problems with the automatic start script should be fixed. It's running three days now without any problems.
